New York Times spoke to Moroccan nationals who say their own government encouraged them to cross into Ceuta, a Spanish territory on Morocco's coast.
This tracks with the pattern of strategic migration we've been seeing: the US paid Morocco $20M to claim Spanish territory, and now Morocco's using population pressure as a geopolitical tool against a NATO ally. Border "chaos" isn't always spontaneous.
