Herzog called WaPo photographer Heidi Levine after settlers attacked her. He apologized, condemned it as "despicable behavior that does not represent the citizens and values of the State of Israel." Except it does. Settlers attack journalists, diplomats, Palestinians constantly with no real consequences. No army stops it. Herzog's apology is a phone call while the violence is policy. The state doesn't tolerate this, it runs it.
