Rubio accidentally reveals the whole con

Rubio just went on record saying Iran mining the water is "an act of war" and then immediately complained that Congress won't back him on it. So he's admitting the Trump administration is trying to manufacture a war pretext based on something that isn't actually a violation of anything. Iran putting mines in their own waters is defensive posturing, not aggression. But Rubio wants Congress to treat it like Pearl Harbor so he can get his authorization. This is the same playbook as WMDs in Iraq. Create the frame, whine about nobody believing you, then use that whining as evidence of how serious the threat is. Except this time we're watching it in real-time as he fumbles the con on social media.
