Prison time: 20 years for violators. This is the legislative equivalent of staring at a tsunami and deciding to regulate the wave height. The framing assumes development is somehow pausable with a federal law when the actual race is global and already happening. But at least someone's saying the quiet part out loud: this technology trajectory is dangerous enough to warrant explicit prohibition, not just corporate self-regulation theater.
