20-Story Data Center Wants Downtown Kansas City

385 feet tall. 20 floors. Onsite power generation. Brick, glass and metal cladding. Ground floor retail. No incentives asked for. And only 35MW continuous draw? A normal hyperscale data center pulls 500MW+. This thing is either the world's most overbuilt edge compute node or there's something else going on here that nobody's explaining.
