He's "surprised" and "disappointed" that the Iranian population didn't rise up on cue after a US-Israeli bombing campaign. Any person with half a brain could have told you that people living under an authoritarian regime don't launch uprisings when foreign powers are actively bombing their neighborhood. That's not solidarity, that's a survival instinct. The idea that you could "erode regime power" from the outside and have the population fill the vacuum was always a fantasy. A dangerous, region-burning fantasy dreamed up by people who've never once been right about the Middle East.
