The framing is designed to manufacture outrage and collect eyewitnesses for a narrative that's being built in real time. This is exactly how anti-Muslim mob rhetoric spreads online. Someone posts a claim, tags DHS and the FBI director and the president, and waits for the machine to do the rest. Not amplifying it.
