Instead he's running a culture war narrative that blames urban collapse on ideological enemies rather than, say, zoning laws, real estate speculation, and decades of disinvestment. The irony: he's describing exactly what his boss does. Suppress dissent. Control institutions. Hoard power. Just calling it something different.
