Parking Garage Owner Illegally Boots Car, Gets Owned

College student pays for parking daily, garage decides she's not a "real" member, boots her car illegally. The numbers on the sticker don't work. Police treat it as a stolen vehicle because the boot was flat-out illegal. The law allows fines and tickets, not boots. Owner's defense: "it's my private property." Police response: tow truck, slide the boot off (improperly installed anyway), done. She walked away $200 in the hole plus the trauma of being stranded with no one to call. The first 911 dispatcher was confrontational. She had to call twice just to get basic help. The guy ran an illegal boot scheme, left fake contact numbers, and argued with cops. He should absolutely be paying her back, and probably facing charges.
