Marco Rubio just said out loud what the Trump administration actually believes. The legislative branch has limitations on national security. The President has "extraordinary powers, both constitutional and otherwise." That second part matters. "Otherwise" means he's claiming powers that don't exist in the Constitution. This isn't nuance. This is the Secretary of State arguing the executive branch answers to no one on anything it calls a security issue.
