8-1 vote sends it to June ballot. Vacant second homes get hit with $8,000-$10,000 annually.
Best case scenario: $24M raised, a few homes freed up, against a shortage in the tens of thousands.
Fair policy. Meaningful legal risk. Mild actual impact. But it's something, which is more than most cities are doing.
San Diego's vacant home tax is a reasonable but limited move against a housing crisis that dwarfs what this policy can actually fix.
