Spain's high-speed train driver problem in Saudi Arabia
Spain built a high-speed train to Mecca for Saudi Arabia. Problem: drivers had to be Muslim to enter the holy city. They brought in Saudis for training in Spain, but the concentration issues were real. Drivers kept skipping stations. End result: Spain hired Pakistani drivers instead.
The quoted tweet nails the actual pattern here. Saudi Arabia has a long history of hiring foreigners to do the actual work while locals hold the titles and paychecks. It works fine when you're paying someone to sit in an office. Doesn't work at all when you need someone to, you know, operate a train.

My ex’s dad worked for Exxon in Saudi Arabia for a number of years. Every reasonably well paid job had an “official” person who held the job title, permanently absent from their pristine office, and then they employed a foreigner to do the work. Saudis are discovering out that this strategy doesn’t work for a national military.
