Officials say the catastrophic explosion risk at the damaged chemical tank has been contained. This is the second piece of this SoCal chemical disaster story within days - first the massive evacuation and potential explosion threat, now word that the worst-case scenario has been averted. Still doesn't change the fact that 50,000 people had to be evacuated because nobody was actually monitoring what was in that tank.
