Rubio: Congress can't limit Trump's war power

Marco Rubio, sitting Secretary of State and former Senator, just told the world that Congress checking the president's power to declare war is unconstitutional. The Constitution explicitly gives Congress that power. Not the president. Rubio knows this. He served in the Senate. He's now arguing the president should have unilateral war authority. This is where we are. The State Department is run by someone arguing for executive dictatorship on the most dangerous power a government has.
