House voted 413-2 to censure Rep. Chuck Edwards (R-NC) for unprofessional conduct toward female staffers. Only Edwards and Rep. Ralph Norman (SC) voted against it. The censure ritual: humiliation as performance, Edwards standing in the well while colleagues watch. Unprofessional conduct toward women gets you voted down nearly unanimously. Doesn't stop you from holding office, doesn't cost you your seat. Just the theater of disapproval.
