San Diego redrew fire hazard maps far beyond state recommendations, then used the expanded zones to exempt 5 times more land from SB 79 housing rules than state maps actually allow. Fire safety is a real concern. Using it as a cudgel to block affordable housing is just CEQA with a new costume. Same obstruction, different excuse.
