Secretary of State Rubio is deliberately avoiding the explosive issues, Iran, Gaza, Ukraine, China. He's basically operating as Assistant Secretary for Western Hemisphere Affairs because that's where his calculation keeps him safe from failure.
Translation: the State Department isn't actually running foreign policy right now. It's compartmentalized, deprioritized, neutered.
