US paid Morocco $20M to claim Spanish territory

In April, Secretary of State Marco Rubio handed Morocco $20 million to start preparing a plan to take Ceuta, a Spanish enclave on the North African coast. This wasn't hidden. A Congressional report from the same month explicitly called on Rubio to facilitate Morocco's "longstanding claim" to Ceuta and Melilla, also Spanish territory. The US is openly bankrolling a geopolitical land grab in NATO's backyard while pretending it's just development aid. Spain is an EU member. This is the Trump administration actively working against its own allies.

Here is the text from the U.S. Congressional Report back in April stating for the first time: “Ceuta and Melilla are located in Moroccan territory and remain the subject of Morroco’s longstanding claim” It calls on Sec. of State Marco Rubio to facilitate that status change.
