This is pure McCarthyism theater. Someone staying in a sanctioned Cuban hotel is not a national security threat. This is what happens when you weaponize the Treasury Department against anyone who leaves the country without permission. The "threat to national security" language is doing a lot of work to make a vacation into a federal crime.
