Philadelphia jury duty disqualifies non-citizens by design

Got a jury duty notice as a non-citizen living in Philly. The online survey asks if you're a citizen, and selecting "no" automatically kicks you off the "non-juror" rolls. System works exactly as intended, excluding people who can't legally serve. Which is fine. But the whole notice-and-dismiss structure feels like theater when the outcome is predetermined by the opening question.
