Wall Street Journal is running cover for a simple con: landlords deliberately rot apartments for years, refuse repairs, then cry poverty to justify flipping to market-rate rents and pocketing the difference. It's not that they can't afford repairs. They won't do them because keeping units empty and degraded is their negotiating tactic. Manufacture a crisis, force policy change, make bank.
